Saif bin Zayed Attends Graduation for New Batches at the Dubai Police Academy

Under the auspices of His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE vice President, Prime Minister and Ruler of Dubai, Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, attended the ceremony hosted by the Dubai Police Academy, to celebrate the graduation of the 22nd batch of cadet officers with licenses in Law and Policing Sciences and postgraduate students (Master's and Doctoral levels). A total of 146 cadets graduated from the academy in addition to postgraduate students.

In his address on the occasion, His Highness Sheikh Saif urged the cadets and postgraduate students of the Dubai Police Academy to seize the opportunities through hard work and perseverance to reach their goals. He said: “You are starting a new phase of life. This phase requires you to toil diligently, driven by the values of positive patriotism in all its forms, and to demonstrate creativity and innovative energy in order to attain your coveted goals in the service of your country and community and to help build your self-worth.”

His Highness Sheikh Saif bin Zayed expressed his heartfelt congratulations to the loving father, His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the UAE, on the graduation of the new batches of UAE sons, who will join forces with their colleagues to further promote the country’s progress and reputation, and maintain its security and stability. He also extended his sincere thanks and gratitude to His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE vice President, Prime Minister and Ruler of Dubai, for his dedicated attention to preserving the country’s interests and the safety and well-being of society. Sheikh Saif also commended Sheikh Khalifa bin Zayed Al Nahyan’s unrelenting support to the Dubai Police Academy’s progress since its inception, some 25 years ago; as well as his keenness to providing education and training opportunities to students who pursued education and training attainment and obtained postgraduate degrees at the academy, according to the latest international education standards, in their quest to acquire science, knowledge and high-level military skills; maintain the national gains and consolidate security and stability throughout the country.

Present at the ceremony were H.H Sheikh Mansour bin Mohammed bin Rashid Al Maktoum; H.H Sheikh Mohammed bin Maktoum bin Rashid Al Maktoum; Lt. General Saif Abdullah Al Sha’far, Undersecretary at the Ministry of Interior; HE Lt. General Dhahi Khalfan Tamim, Deputy Chairman of the Dubai Police and General Security; Lt. General Othman bin Nasser Al-Muhrij, Director of Public Security in the sisterly Kingdom of Saudi Arabia; and Major General Khamis Matar Al Muzainah,  Commander General of the Dubai Police; along with a number of dignitaries, heads of departments and government institutions, police leaders from the UAE and from Arab and friend countries; in addition to members of the consular corps in Dubai, and a crowd of senior police officers and families of the graduates.

Major General Khamis Matar Al Muzainah,  Commander General of the Dubai Police conveyed his heartfelt congratulations and appreciation for His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President, Prime Minister and Ruler of Dubai; His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Dubai Crown Prince and Chairman of Dubai Executive Council; Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior; and HE Lt. General Dhahi Khalfan Tamim, Deputy Chairman of the Dubai Police and General Security. Moreover, he praised the Dubai Police Academy’s achievements in the social, scientific, security and community avenues, which gives top priority to the human element and to science attainment, and endeavors diligently to produce highly qualified national cadres, and to prepare them in the best way possible, along with their counterparts from GCC, Arab and Islamic countries, to keep pace with the latest developments and serve their countries, each in his/her respective field of work or specialization.

Quantum leap

Adding further, Major General Al Muzainah said: “The wise directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum called for developing the traditional officers’ training pattern at Dubai Police, as well as boosting the quality of academic education with advanced policing characteristics. “This has contributed to a quantum leap in the academic education outcomes in the UAE. The academy has been instrumental in the overall renaissance and sustainable development in the UAE, and has empowered Emirati cadres to serve in important positions in the public prosecution, or as judges, legal advisers and lawyers. It has also contributed to boosting performance in policing and security work, and subsequently enhancing the status of Dubai Police in international arenas,” he continued. He quoted His Highness Sheikh Mohammed bin Rashid Al Maktoum who said: “The promising future of our country is intrinsically linked to the evolution of academic and technical education and practical training, because education is an important factor in mankind’s existence; it is like a fruitful tree, with branches extending in all directions, for the benefit of all segments of society.”

Unrelenting Follow-up

Major General Khamis Mattar Al Mazeina, Commander-in-chief of Dubai Police continued: “On this joyous occasion, we cannot but praise the diligent and unstinting follow-up of Lt. General Dhahi Khalfan Tamim, Deputy Chairman of the Dubai Police and General Security to further boosts the academy’s educational and social progress. We highly appreciate his valuable contribution to the learning and training processes and his commitment to going beyond scientific and academic development, to include knowledge and intellectual research.” He also commended the academy’s community-based role, by organizing conferences and seminars that are inspired by real-life experiences to discuss security, intellectual, social, humanitarian, and environmental issues and provide the appropriate solutions and suggestions.

Common Land and Destiny

In his speech, Colonel Dr. Ghaith Ghanem Al Suwaidi, Director of Dubai Police Academy, said: “It gives us great pleasure to celebrate the graduation of the 22nd batch of cadet students, which includes students from various Arab and Gulf countries. We thank Almighty Allah for blessing both Arab and GCC countries with unity and faith in a common destiny.”

Adding further, Colonel Al Suwaidi said that the Dubai Police Academy has always endeavored to develop and upgrade education and training, to keep abreast of the latest developments, innovations and challenges of today’s world. “To achieve this goal, the academy was committed to qualifying graduates scientifically, physically and practically. The years of education have been a boundless source of science, knowledge and all types of skills,” he continued.

Colonel Al Suwaidi also noted that the Dubai Police Academy, 25 years after its inception, offers a choice of 15 different academic programs in its curricula, something that may not be available in the oldest national, regional or international colleges and academies. He said: “The academy also offers additional scientific programs such as the Masters of Human Rights; the Masters in Law and the soon to be launched Masters in Environment. These programs are not yet available in the most prestigious and oldest Arab universities and police academies.” He also noted that the academy record of excellence is not only limited to these innovative academic programs; it has started a new epic development process in the transformation towards smart learning.

An Honorable Achievement

Speaking to the graduates, Colonel Dr. Al Suwaidi said: “You have worked hard and diligently to attain this long-awaited day. You have made an achievement worthy of pride, which marks a new phase of attainment in your life. No matter how far you get in your personal and professional lives, science and knowledge are an endless quest, as you seek self-development; and strive to benefit your peers.” He added: “As we rejoice in your graduation, we must remind you to show piety and to thank Almighty Allah for his blessings. We call upon you to be obedient to your superiors and leaders; to pursue strenuous work and excellence in your scientific and practical life; to be keen to carrying out your duties towards your country and its wise leadership; and above all sparing no effort in the service of the UAE.”

In conclusion, Colonel Dr. Al Suwaidi extended the utmost thanks and appreciation for the event’s patron and the Sheikhs for attending the event.  He also thanked the Dubai Police General Headquarters, the officers, and all attendees. He also thanked the faculty members, trainers, and all of the academy’s staff members for their efforts in providing students with their high-end scientific and training expertise. 

Awards Distribution

Following the opening speeches, the graduates marched in a ceremonial field line-up and formations that were highly applauded by the audience. After that, Lt. General H.H Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior honored the top seven graduates and congratulated them; wishing them the best of luck and further success in their long professional life towards attaining their objectives, to guarantee their bright future, and better serve their country and society.

Graduates then took the legal oath. The 22nd batch of graduates then handed the flag of the academy to the 23rd batch, pledging to protect it forever. After that the graduates pledged allegiance to the UAE and its President, to maintain the safety and security of the UAE, and to respect its constitution and laws.

Before asking for permission to leave, the graduates recited “Al Dar Lil Dar” poem, penned by His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE vice President, Prime Minister and Ruler of Dubai. The performance was highly acclaimed and applauded by the audience.

A Renewed Occasion

In his speech, Prof. Dr. Ali Mahmoud Ali Hamouda, the dean of the Dubai Police Academy welcomed the audience to this event, which is hosted annually at the academy, to celebrate the graduation of a new elite group of students. “We are gathered here today, to celebrate the graduation of a new batch of postgraduate students (Master's and Doctoral levels), and the 22nd batch of undergraduate cadets with licenses in Law and Police Sciences. Your esteemed presence is an honor to the academy and adds to the happiness of our graduates, who rejoice in this long-awaited day, which will be forever engraved in their memory, he said.

Dr. Ali Hamouda added: “The academy believes that developing education is the best way to achieving human development, which is the key to progress. To this end, the academy seeks to adopt the latest and most advanced smart applications and practices in the scientific, practical, training, and research processes; with the aim of qualifying students  and providing them with innovation and creativity skills, which would help them shape the future. Thanks to this approach, the academy can attain the highest international standards in the field of education, learning, and scientific research, as it endeavors God willing, to compete with its peers on the regional and global levels.”

Reaping Results

Dr. Hamouda also noted that the academy is offering an elite group of graduates to the higher leadership. “The graduates have received the dedicated attention and care from the best leaders, faculty members, trainers, and staff, to whom we extend our heartfelt thanks and appreciation,” he said: “A total of 146 cadets graduated from the academy; 12 of whom received the summa cum laude honor; 30 students received magna cum laude honor; and 16 other students received cum laude honor. In the postgraduate students’ results, one graduate obtained a Higher Diploma in Private Law, and was the first graduate to obtain this degree with a “very good” grade   30 other graduates obtained the license in Law and Police Sciences, while 32 scholarship students from the Dubai Police General Headquarters obtained Master’s and doctoral  degrees.

Addressing the students, Dr. Hamouda said: “You may take pride in the task that was entrusted to you by the Almighty Allah, to maintain security of your country. You must live up to this challenge and achieve this noble mission. Spare no effort in fulfilling this task, to enforce justice, identify right and wrong; fight evil, and ensure that justice is served.”

In conclusion, Dr. Ali Hamouda said: “Let the words of His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE vice President, Prime Minister and Ruler of Dubai be your life and work’s motto. He has said that ‘the future will belong to those who can imagine it, design it and implement it today. We cannot wait for the future; it has to be designed and built today’. You should live by this wise advice and plan ahead for your future by exerting dedicated efforts and acquiring science and knowledge, in order to ensure a bright future for yourselves and your country. Such a future cannot be achieved without innovation, which is the key to prosperity.”

HE Lt. General Dhahi Khalfan Tamim, Deputy Chairman of the Dubai Police and General Security, said that the Dubai Police Academy has flourished under the guidance and patronage of His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President, Prime Minister and Ruler of Dubai, and the follow-up and attention of His Highness Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum, Dubai Crown Prince and Chairman of Dubai Executive Council. It has been instrumental in graduating highly qualified cadres, who managed to be top-achievers in their studies, and in their personal or professional lives; and have demonstrated their worth in the different jobs they held in all sectors. “The graduates have received world-class training and education, in order to provide them with a legal, policing and security sciences baggage. This would allow them to support the previous generations of graduates,  in their quest to pursue further progress and to contribute to the development  of the country’s institutions, whether in the UAE or in the sister countries that have always enrolled students to study at the academy since its inception,” he said.

HE Lt. General Tamim made these remarks during the certificate distribution ceremony, which was held at the Maktoum bin Rashid Hall at the Dubai Police Academy.  Accompanied by Major General Khamis Matar Al Muzainah,  Commander General of the Dubai Police; Major General Dr Ahmad Bin Fahd, Assistant to Dubai Police Chief for Academic and Training Affairs; and Colonel Dr. Ghaith Ghanem Al Suwaidi, Director General of Dubai Police Academy; Lt. General Dhahi Khalfan Tamim presented the certificates to the 146 student cadets as well as  the distinguished Medal of Excellence to the academy’s postgraduate students who acquired the Master's and Doctoral levels from the world’s most prestigious universities.

Honoring the Delegations

Major General Khamis Matar Al Muzainah, Commander General of the Dubai Police hosted a ceremony at the Dubai Police Academy’s Officers Club to honor the guests attending the graduation. Major General Al Muzainah met with the participating delegations representing the GCC countries, and exchanged commemorative shields with them. The Commander General of the Dubai Police also honored the top achieving student cadets and extended his congratulations to all of the graduates. He urged them to endeavor to become a role model for their countries and to remain committed to their obligations and to carry out the duties entrusted to them in the best possible way, in line with their vows to protect their country and maintain its security and safety.
