MoI and Korean National Police Agency Sign a Memorandum of Understanding for Security Cooperation

ABU DHABI, United Arab Emirates - Wednesday, February 24th 2016 [ME NewsWire]

The Ministry of Interior (MoI) signed a memorandum of understanding (MoU) with the Korean National Police Agency (KNPA) in the fields of security and counterterrorism.

The MoU was signed in the MoI headquarters by Lt. General Saif Abdullah Al Sha’far, Undersecretary at the Ministry of Interior, and from the Korean side, Kang Sin-Myeong, the National Police Commissioner of the Republic of Korea.

The MoU enhances cooperation between both parties to prevent and combat crimes, especially in the fields of legislation, all types of organized crime, and corruption. The fields also extend to combating human trafficking, forgery and counterfeiting, economic crimes and drugs. The memorandum also determines the cooperation mechanism between both countries in these areas.

Lt. General Al Sha’far said that the MoU stresses the genuine desire of the United Arab Emirates (UAE) to increase international cooperation to reduce all types of crimes. He pointed out that this MoU is similar to other MoUs signed with various other countries.

Sin-Myeong explained from his side that this MoU is an important step towards enhancing cooperation between Korea and the UAE to combat terrorism and international crimes. “This cooperation is necessary to enhance both countries’ efforts in achieving security and safety,” he added.

The signing ceremony was attended on behalf of the MoI by Major General Mohammed Al Awadhi Al Menhali, Assistant Undersecretary of Resources and Support Services; Major General Ahmed Nasser Al Raisi, Inspector General of the MoI; Brigadier Hamad Ajlan Al Amimi, Director General of the Federal Criminal Police; Colonel Thani Butti Al Shamsi, Head of the Training Department; and Lt. Colonel Ahmed Saeed Al Mazroui, Head of the International Cooperation Department at the MoI.

On behalf of the Korean Police, the ceremony was attended by Lee Seung Ji Yong, Director General of Foreign Affairs; Lee Si Young Ki, Director General of the Korean Police - Public Security; Yu Yum Ben, Head of the Foreign Affairs Office - Department of Planning, and a number of officials from the Korean police.

SII Semiconductor Corporation Releases New Automotive EDLC Protection ICs Suitable for Cell-Balancing and Overcharge Protection of EDLC

(BUSINESS WIRE)-- SII Semiconductor Corporation, a subsidiary of Seiko Instruments Inc. that manufactures semiconductor products, announces the release of the S-19190 Series automotive EDLC (Electric double-layer capacitor) protection IC with cell-balancing and overcharge protection functions. Typical applications include EDLC modules and rechargeable battery modules.

The S-19190 Series protect EDLC cells by detecting overcharge conditions and through cell-balancing which levels the voltage in each individual EDLC cell. Conventional EDLC protection ICs are only able to control a fixed number of cells, whereas the S-19190 Series offers an industry first capability and flexibility to protect any number of cells the design calls for. This flexible design approach allows for optimal circuit configuration for a multitude of applications.

As the automotive industry continues to expand EV and FCV power offerings the use of EDLC has been rapidly expanding. The EDLC function allows for improved efficiency and design flexibility for high current design requirements such as engine restart during idle stop, storage of regenerative energy during braking (by converting kinetic energy during deceleration into harvested stored electrical energy), and to manage sudden or instantaneous system voltage drop. Each EDLC cell must be balanced in order to not deteriorate when connecting multiple EDLCs to generate higher voltage. The S-19190 Series can control multiple EDLCs efficiently, while still maintaining a small footprint with the SOT-23-6 package (2.8 x 2.9 x 1.3mm).

The S-19190 Series can be used in the demanding automotive environment through the rigorous automotive manufacturing process employed and optimized through years of experience by SII Semiconductor Corporation. The cell balancing voltage is selectable from 2.0 V to 4.6 V in 5 mV steps, the overcharge detection voltage is selectable from 2.0 V to 4.6 V in 5 mV steps, and the current consumption is an impressive 2.0μA max. at +25°C. Also AEC-Q100 is in process, and PPAP is available upon request.

Saif bin Zayed Attends the Second Disabled Sports Festival

Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, attended the 2016 Second Disabled Sports Festival at Zayed Sports City on Tuesday evening.

HH Sheikh Saif reviewed an exhibition of creative work made by a group of disabled people which was held on the sidelines of the festival. He expressed his admiration for the displayed items and creative handicrafts. He voiced his appreciation to those who have contributed to the success of these humanitarian activities, which are specialized in highlighting and acquainting the public with these precious individuals and helping them to integrate into society, in order to contribute to the journey of construction and giving.

Moreover, HH Sheikh Saif talked with a number of disabled people and their families attending the festival, which reflects his humanitarian gestures and support of these people. He also had the opportunity to take commemorative photos with a number of disabled individuals.

More than 50 specialized centers for disabled people nationwide and schools affiliated with the Abu Dhabi Education Council (ADEC) took part in the festival, which is organized by the Directorate General of Strategy and Performance Development at the Ministry of Interior (MoI). Many refresher activities and entertaining competitions took place, including 40 competitions in various sports activities, organized by age and type of physical disabilities.

Colonel Mohammed Hamid bin Dalmouj Al Dhaheri, Strategy and Performance Development Director General, emphasized that providing care and assistance for people with disabilities at various levels is a national and humanitarian duty. He said, “The police leadership has dedicated great attention to disabled people. Sports activities contribute to building their self-confidence and improving their inclusion into society alongside their non-disabled peers.”

Furthermore, he praised the efforts made by various police departments which have contributed to the success of the 2016 Second Disabled Sports Festival, as well as the efforts of the specialized institutions and centers for people with disabilities. He explained that the second edition of this festival has witnessed an increase in the number and type of sports competitions, according to the different ages and types of disabilities. Inter-Arab Nuclear Detection and Response Exercise Kicks off in Abu Dhabi

In a bid to Counter Radiological and Nuclear Threats

ABU DHABI, United Arab Emirates - Tuesday, February 23rd 2016 [ME NewsWire]

The Inter-Arab Nuclear Detection and Response Exercise commenced today, Tuesday in the capital Abu Dhabi under the title “The Falcon Exercise”. The exercise, held for the first time in the United Arab Emirates, is organized in cooperation with the European Union and the United Nations Interregional Crime and Justice Research Institute (UNICRI).



The three-day exercise aims to encourage international approaches in terms of detection and response to nuclear and other radiological threats; to enhance local, regional and international cooperation and coordination between relevant agencies; and to encourage the exchange of information between the different international organizations and partners.



Lt. General Saif Abdullah Al Sha’far, Undersecretary at the Ministry of Interior, noted that the exercise is an opportunity to share the best practices in order to reinforce individual and collective capabilities in the effort to combat radiological and nuclear terrorism threats. He said: “This important event clearly reflects the United Arab Emirates’ commitment and its unrelenting efforts, in cooperation with the international community, to counter chemical, biological, radiological and nuclear (CBRN) risks, and enhance security and stability in the region.”



In his address to attendees, Lt. General Al Sha’far said that the UAE has adopted since its establishment, under the leadership of the founding father, late Sheikh Zayed bin Sultan Al Nahyan  an open, peaceful and humanitarian approach, in dealing with the various issues that pose a threat to global security and peace. “Sheikh Saif has proven to be a worthy successor to the best predecessor, following in the path of the founding father in providing care and assistance for human beings, and supporting the efforts to counter all sorts of chemical, biological, radiological and nuclear (CBRN) risks,” he said.



Lt. General Al Sha’far pointed out that the UAE has endeavored to issue the Federal Law No. (6) of 2009 on the Peaceful Uses of Nuclear Energy i.e the Nuclear Law, which reflects the UAE’s policy and its commitment to the safe and peaceful use of nuclear energy. He also highlighted the unwavering and relentless efforts exerted by the UAE leadership to maintain security and stability, and provide security and peace of mind to both citizens and residents. “This approach is based on the directives of the higher leadership, and falls in line with its vision and mission to serve security and world peace, not only in the UAE and the region but in the whole world,” noted Lt. General Al Sha’far.



Lt. General Al Sha’far emphasized that nuclear terrorism is one of the most serious threats to global security. “The fight against nuclear threat requires decisive action at the international level, and cooperation amongst world countries, due to its global political, economic, social and psychological consequences,” he said. Furthermore, he highlighted the considerable attention dedicated by the UAE to provide protection from the devastating biological, nuclear, chemical, and radiological impact of weapons of mass destruction. Adding further, he said: “It is not a secret that terrorist organizations seek to acquire weapons of mass destruction, which requires concerted efforts between world countries to prevent them from achieving their goals, and to establish effective cooperation with the relevant international bodies.”



The opening ceremony also featured speeches by officials, as well as regional and international specialists, including Sandy Smith, Director of the United Nations Institute for Crime and Justice (UNICRI); Jean-Bernard Bolvin, Deputy Head Mission of the European Union (EU) to the United Arab Emirates (UAE); HH Al-Sharif Nasser Bin Nasser, Head of the CoE Middle East Secretariat; and Lieutenant Ali Hassan Al Madfai, from the Emergency and Public Safety Department.



The first day included workshops, presentations and open discussions related to nuclear and radiological threats and ways to prevent them. Participants also defined the roles required from the concerned entities, as well as the nuclear simulation drill.



The opening ceremony was attended by Major General Ahmed Nasser Al Raisi, Inspector General of the Ministry of Interior; Dr. Tariq Ahmed Al Hidan, Assistant Foreign Minister for International Cooperation for International Organization Affairs; H.E Ambassador Mahash Saeed Alhameli, Director of International Security Cooperation Department at the Ministry of Foreign Affairs; Brigadier Eng. 2016 GSMA Mobile World Congress Surpasses Record 100,000 Visitors

Attendees from 204 Countries Convene in Barcelona to Shape the Future of Mobile

BARCELONA, Spain - Saturday, February 27th 2016 [ME NewsWire]

(BUSINESS WIRE)-- Visitors to the 2016 edition of the Mobile World Congress surpassed the 100,000 mark for the first time in the event’s history, with nearly 101,000 attendees, the GSMA reported today, an increase of more than six per cent over last year. Additionally, nearly 4,000 people participated in the ESL Expo Barcelona, which took place the weekend prior to Mobile World Congress.

Visitors from 204 countries attended the mobile industry’s premier event at the Fira Gran Via and Fira Montjuïc venues in Barcelona. The 2016 Mobile World Congress featured more than 2,200 exhibiting companies showcasing cutting-edge products and services across 110,000 net square metres of exhibition and hospitality space. More than 3,600 international media and industry analysts attended the event to report on the many significant industry announcements made at the Congress.

Centers for Replacing Car Plates with Abu Dhabi ID Plates

The Vehicles and Drivers Licensing Department at the Abu Dhabi Police designated service centers for replacing old car plates with the new Abu Dhabi ID plate. The centers are located at the Vehicles and Drivers Licensing Department Headquarters, “Al Salamah” building in Abu Dhabi, Mussafah, Al Samha, Mahwi, “Al Qalaa,” and “Aman” building in Mussafah.

In Al Ain, centers will be located at Al Salamah building, Al Bateen, and Mazyad. In the Western Region (Al Gharbia), centers will be available in Madinat Zayed. The replacement will also be available through the Taresh service via the number 800827374.

Colonel Suhail Al Khaiaili, Chief of the Vehicles Licensing Section at the Vehicles and Drivers Licensing Department, called upon citizens and residents who wish to replace their car plates with the new Abu Dhabi ID plates to head to the service centers provided by the department starting on Tuesday, March 1st to obtain the new plates and replace them.

He explained that the replacement service is provided for valid car plates or upon renewal or registration. He also noted that the service is optional and costs AED 400.

(BUSINESS WIRE)-- As the smartphone becomes the de facto standard for accessing the Web and over-the-top (OTT) services, it disrupts traditional telecom revenues. A new report from global management consultancy Arthur D. Little (ADL) and SAMENA Telecommunications Council (SAMENA Council) urges Middle East and North Africa operators to ride the OTT wave, and, in parallel, look for new revenue streams to grow sustainably.

In The OTT conundrum for MENA telecoms: Achieving sustainable growth in a digital world, ADL and SAMENA Council report that new digital disruptions will increasingly dictate new norms within the business.

Building on SAMENA Council’s earlier initiatives to help bring telecommunications operators together, the report draws attention to accelerating the pace of adoption within the changing digital space. Insight from the report reveals that with slowing population growth, falling prices and regulatory changes, the environment will become harder to navigate.

According to the analysis presented within the report, there is no agreement within operator circles on the approach towards providers of OTT services. The report urges operators to take the lead to initiate collaboration and partner with OTT players in messaging and voice, and make every effort to rebalance revenue towards more data. At the same time, the predominant approach for an OTT video content play is to have pan-regional scale.

For companies to continue growing in a sustainable way, though, the report from ADL and SAMENA Council points at tapping into adjacent revenue streams such as ICT services and smartization, while increasing efficiency. A digital transformation might increase efficiency by 30%, whereas bad debt optimization might bring an EBITDA uplift of 1–2%.

“The telecommunications market environment in many of the MENA markets will change,” said Karim Taga, Global Practice Leader in ADL’s Technology, Information, Media, and Electronics (TIME) Practice. “Operators around the region should quickly rebalance their revenue mix towards more data and explore opportunities around smartization and ICT. Radical transformation might become an imperative for many players in this digital age.”

Panasonic Broadcasts Total Eclipse Live Using Solar Energy from Its Power Supply Container

The container will be used for the first time to bring the astronomical phenomenon to audiences worldwide via live streaming and social media

(BUSINESS WIRE)-- As Sumatra, Borneo and Sulawesi plunge into darkness during a rare total solar eclipse on the morning of March 9, 2016, Panasonic will deliver a live broadcast of the approximately 4-minute-long phenomenon from Ternate, an island in eastern Indonesia, using its Power Supply Container, a stand-alone photovoltaic power package.

To enable live filming and broadcast from the island, the Power Supply Container will be transported from Jakarta to Dodoku Ali of Ternate. 12 Panasonic HIT® solar modules with high conversion efficiency will generate approximately 3kW of electricity by tapping renewable energy from the top of the container, and store the power in 24 built-in lead-acid storage batteries. The stored energy will be supplied to a Panasonic LUMIX GH4 camera attached to a telescope to capture the spectacular moment. Mobile computers, production and editing equipment, internet connection and other supporting technology will also be powered by solar energy.

The live broadcast of the solar eclipse will begin at 05:00 AM, March 9 in Ternate (08:00 PM, March 8 UTC) and can be viewed on platforms including Ustream, YouTube Live and Periscope (refer to Annex).

This will be the third time Panasonic is broadcasting a solar eclipse live. Unlike previous occasions where time and effort had to be spent setting up HIT® solar modules on the ground, the process is significantly more convenient this time round due to the portability of the Power Supply Container and its capability to be assembled quickly and easily with minimal construction work.

Prior to this live broadcast project in Ternate, Panasonic has developed and introduced the Power Supply Container to other parts of Indonesia. The first container was installed in July 2014 at the National Elementary School Karimunjawa 01 located on a remote island of Indonesia to improve the educational environment for students and teachers. Following its success, a second container was introduced in July 2015 at another elementary school in the mountainous region of West Java Province to enhance both study and water supply conditions.

Features of the Power Supply Container

A. Reliable quality performance
The container was designed and developed for mass production to assure stable power supply in areas with limited access to electricity. PT. Panasonic Gobel ES Manufacturing Indonesia manufactures the Power Supply Containers and exercises quality management. The company will continue working with its counterparts in Japan to ensure consistent Japan quality solutions and make the containers price competitive for the local market.

B. Easy and quick assembly for portability and expansion
The container is designed to require minimal construction work onsite and can be added to existing ones at any time to generate more power. This allows general electrical contractors to install the Power Supply Container easily and quickly, helping to promote widespread use of the system on the various islands of Indonesia. Additional equipment and devices such as water pumps can be connected to the container to enhance its functionality as a power generation system. Also, as the system is in container form, it can be easily transported from place to place if necessary.

About the Total Solar Eclipse
A total solar eclipse occurs when the moon crosses between the sun and Earth, therefore effectively concealing the whole body of the sun from view. Since the total eclipse is a phenomenon in which the sun itself cannot be seen, it is the hot gases of the Corona, known as the "diamond ring effect" or the "prominence" that can be observed. The viewing path from which someone is able to observe a total solar eclipse in its totality is very narrow, and therefore witnessing it is often described as an once-in-a-lifetime experience.

Nearly 14% of Deals Covered by M&A Insurance Resulted in a Claim, According to AIG Study

Global Claims Data Study Spans Policies for approximately 1,000 Deals, Worth More than $200Bn

NEW YORK. - Thursday, February 25th 2016 [ME NewsWire]

(BUSINESS WIRE)-- Nearly 14 percent of M&A policies written globally by American International Group, Inc. (NYSE:AIG) resulted in a claim, according to a study of the global insurer’s representation and warranties (R&W) insurance claims data between 2011 and 2014. The study suggests a significant number of M&A transactions worldwide may see issues arise from breaches of deal terms discovered after closing.

Financial statement misrepresentations were the leading cause of these M&A insurance claims, accounting for 28% of all claims during the period. Tax errors or misrepresentations were the second most frequent claim type, accounting for 13% of filed claims, followed by 11% of claims filed due to discrepancies that emerge from a company’s contracts.

“A deal can come back to haunt,” said Mary Duffy, Global Head of M&A Insurance. “From AIG’s perspective, transactions pose risks to a significant number of companies, despite the best efforts during due diligence. Even the most sophisticated and largest companies can and do miss critical issues during the deal process.”

Buyers in a transaction purchase R&W Insurance to protect against breaches of representations and warranties (whether innocent or otherwise) made by a seller during the deal process. Sellers also purchase the insurance to protect against buyers claiming such breaches.

The study found that companies in deals worth $1 billion or more were the most likely to claim damages following the close of a transaction, with 19% of policies covering this deal size seeing a claim. Companies involved in transactions under $100 million were the next likeliest with 15% of policies covering this deal size seeing a claim.

The study also found:

    Buyers in a transaction were most likely to buy an M&A policy, accounting for 75% of policy purchases. Approximately 13% of them reported a claim after a deal closed.
    Sellers accounted for 25% of policy uptake. They were much more likely to report a claim, with nearly 1 in 5 (19%) doing so.
    While buyers were less likely to file a claim, their claims were more severe. The majority of the top 15 largest claims reported to AIG during the study period were from buyer-side policies.

Where and When?

The study revealed global variations in M&A claim frequency and severity, as well as the length of time it typically takes for a claim to be filed after a deal closes. Interestingly, the data showed the tail on this type of M&A policy can extend well more than a year beyond a deal’s closing date.

    Clients in the Asia Pacific region were the most likely to file claims. Some 18% of policyholders there reported a claim during the study period.
    EMEA had the lowest rate of claims reported with 11% of policyholders submitting a claim. However, EMEA claims tended to be more severe, accounting for the majority of the largest claims paid out by AIG during the time period.
    While 74% of claims were filed by policyholders within 18 months of the close of transaction, a significant 26% were filed after the 18-month mark.

“More and more, M&A insurance is becoming part of the transaction process worldwide. Companies see it as a better alternative to closing a deal than contentious negotiations to allocate potential risks and unknowns,” Ms. Duffy said.

The total number of claims during the study period was 132, which can be considered low volume relative to other insurance lines. However, the claims data spans policies covering approximately 1,000 deals, worth more than $200 billion, and policies written during the study period still hold the potential for a claim.

Research: Organisations Need to Leverage Collaboration Technology to Improve Their Competitive Position

The Report provides an overview of the state of ¹collaboration implementation strategies, and highlights trends and disruptions in enterprises across the globe. The findings are based on a study of 900 participants in ²15 countries, and participants include IT directors, CIOs and line of business managers working in organisations with over 1,000 employees.

According to one in five organisations polled, collaboration technology had failed to improve their competitive positioning. However 87% of organisations said the use of collaboration technology had improved teamwork, and 88% of enterprises had accelerated decision making.

“Some 14% - the second highest number of respondents in the Report - said improving sales is the top goal of their collaboration strategy, while one in three organisations said increased sales was among the three most important ways of measuring the success of their collaboration projects.”

“Enterprises have had varying degrees of success when it comes to the improvements that the use of collaboration technology was intended to provide,” explains Brian Riggs, Principal Analyst - Enterprise Services at research firm, Ovum. “They’ve become adept at improving teamwork and productivity, partly because they can work directly with employees to make this happen. But leveraging collaboration to improve competitiveness or streamline business processes can be a lot more complicated. It involves larger changes to how the company does business, and its role within its industry. These changes can take significant time and effort to achieve.”

Other key highlights in the Report include:

    A quarter of those organisations polled said they measure the success of their collaboration projects by how well they’ve implemented the technology, rather than how it’s used and adopted throughout the organisationOne out of three IT departments see moving unified communication and collaboration to the cloud as the most important technology trend affecting their collaboration strategy. However, less than 25% of organisations currently rely on hosted collaboration services.
    At one out of three organisations, enterprise social collaboration is used by all - or most -employees, and nearly half of all companies that were surveyed said they expect social collaboration usage to increase over the next year.

Discussions Held to Strengthen Cooperation between the UAE and the Republic of Korea

ABU DHABI, United Arab Emirates - Monday, February 22nd 2016 [ME NewsWire]

 Lt. General Saif Abdullah Al Sha’far, Undersecretary at the Ministry of Interior, met on Monday morning with Kang Sin-Myeong, the National Police Commissioner of the Republic of Korea, and his accompanying delegation, who are currently visiting the UAE. The meeting was held in Al Etihad Hall at the Ministry of Interior’s Headquarters.

Lt. General Al Sha’far confirmed the UAE’s keenness to promote its excellent relations with the Republic of Korea in various fields, as it is considered a developed country militarily and economically.  He also expressed his hope that this visit will open new prospects of cooperation in the areas of combating crime, exchanging experiences, and leveraging experiences in this area in order to achieve security and stability in both countries.

“This meeting is an important opportunity for dialogue and the exchange of new ideas and views. It is also an opportunity to enhance and activate aspects of bilateral cooperation in security and police areas and a joint effort to boost them to the highest levels, in light of the overall modernization and development witnessed by both countries in all walks of life, ” said Lt. General Al Sha’far.

Kang Sin-Myeong confirmed that there are strong and distinguished relations between the Republic of Korea and the UAE in various fields, especially within security. He also highlighted his country’s keenness to enhance relations and cooperation to fight crime and benefit from the experiences of both countries in order to develop police work.

During the meeting, attendees discussed various issues of common interest as well as the methods of promoting collaboration and exchange of information between the UAE and the Republic of Korea.

The meeting was attended on behalf of the Ministry of Interior by Major General Mohammed Al Awadhi Al Menhali, Assistant Undersecretary of Resources and Support Services; Major General Ahmed Nasser Al Raisi, Inspector General of the Ministry of Interior; Brigadier Hamad Ajlan Al Amimi, Director General of the Federal Criminal Police; Colonel Thani Butti Al Shamsi, Head of the Training Department; and Lt. Colonel Ahmed Saeed Al Mazroui, Head of the International Cooperation Department at the Ministry of Interior.

On behalf of the Korean Police, the meeting was attended by Lee Seung Ji Yong, Director General of the Foreign Affairs; Lee Si Young Ki, Director General of the Korean Police - Public Security; Yu Yum Ben, Head of the Foreign Affairs Office - Department of Planning, along with a number of officials from the Korean police.
