UAE Opens 15th UN Congress on Crime Prevention and Criminal Justice and Launches Pledge4Justice with First Pledge of Up to USD 5 Million

 The 15th United Nations Congress on Crime Prevention and Criminal Justice – Abu Dhabi 2026 kicked off today at ADNEC Centre Abu Dhabi. Set to run until 1 October, the Congress attracts representatives from over 97 countries, including over 32 ministers of justice and interior ministers, alongside senior officials, judges, prosecutors, experts, and youth from around the world.


The opening session witnessed the adoption of the Abu Dhabi Declaration, which serves as the Congress's principal political and strategic outcome document and will guide international priorities and cooperation in crime prevention, criminal justice and the rule of law over the next five years.


The Declaration is structured around four pillars: prevention and resilience, justice and the rule of law, evolving and converging criminal threats and innovation and cooperation. These pillars are reflected across 18 articles and 67 paragraphs that collectively form the Abu Dhabi Declaration.


Among the priorities championed by the UAE within the Declaration are women, children, artificial intelligence and the environment. The Declaration also addresses issues including organised crime and cybercrime, the responsible use of artificial intelligence and modern technologies in criminal justice, protection of victims, witnesses and vulnerable groups, asset recovery and combating illicit financial flows, anti-corruption efforts, international cooperation and mutual legal assistance, extradition, women's participation in criminal justice systems, combating violence against women, and strengthening child-sensitive justice systems.


The opening ceremony marked the launch of Pledge4Justice, a platform designed to translate political commitments into practical initiatives that support implementation of the Abu Dhabi Declaration and contribute to the advancement of crime prevention, criminal justice and the rule of law.


The UAE announced the first pledge of up to USD 5 million under the initiative, through annual contributions of up to USD 1 million over the 2026 to 2031 period, underscoring its commitment to supporting international efforts to strengthen justice systems, develop capacity and ensure that the Congress's outcomes deliver sustainable impact across communities.


The Congress is held under the theme "Accelerating Crime Prevention, Criminal Justice and the Rule of Law: Protecting People and Planet and Achieving the 2030 Agenda in the Digital Age." Its programme includes 15 major events, 93 speakers, 200 side meetings and an exhibition featuring 38 stands.

Cette mission a débuté par le premier vol du modèle HAPS ApusNeo18, qui a décollé du Canarias Stratoport for HAPS & UAS, sur l’île de Fuerteventura, dans le cadre du projet ISSEC, soutenu par le Fuerteventura Technology Park. D’une durée de 29 heures et ayant atteint une altitude d’environ 16 000 pieds, ce vol a établi deux records européens pour un système de plateformes à haute altitude et permis de transmettre en direct des vidéos et des images haute résolution fournies par des capteurs électro-optiques et infrarouges.

Après avoir démontré avec succès le potentiel des systèmes de plateformes à haute altitude (HAPS) et leur rôle dans la détection précoce et la gestion des feux de forêt, une campagne de plusieurs vols sera menée tout au long du mois d’octobre. Le programme prévoit d’augmenter progressivement l’altitude de vol en direction de la stratosphère et d’étendre la portée des vols, avec pour objectif d’atteindre Gran Canaria.

Développer les essais des systèmes de plateformes à haute altitude
Cette mission s’inscrit dans le cadre des précédents essais de l’ApusNeo18 pour Telespazio Ibérica, les premiers du genre réalisés en Europe et bénéficiant d’une autorisation d’exploitation civile. Les vols seront effectués en fonction des besoins et resteront soumis à l’obtention des autorisations nécessaires, aux conditions météorologiques et à la disponibilité de l’espace aérien. Ce déploiement intervient à un moment crucial de la saison 2026 des feux de forêt en Espagne. Selon le ministère espagnol de la Transition écologique et du Défi démographique, les incendies de forêt ont touché plus de 265 635 hectares de terres forestières au 17 août, tandis que 42 grands feux de forêt ont été recensés à ce jour.

Surveiller les incendies de forêt depuis la stratosphère
L’ApusNeo18 est un système de plateformes à haute altitude (HAPS) alimenté par l’énergie solaire, et conçu pour fonctionner à des altitudes stratosphériques tout en emportant des équipements dédiés à l’observation de la Terre. The mission’s first flight saw the ApusNeo18 HAPS model take off from the Canarias Stratoport for HAPS & UAS, on the island of Fuerteventura, under the ISSEC project, fostered by the Fuerteventura Technology Park. Operating for 29 hours and reaching an altitude of approximately 16,000 feet, the flight marked two European HAPS records and delivered live, high-resolution video and imagery from electro-optical and infrared sensors.

With the flight successfully demonstrating the HAPS model’s potential to aid wildfire detection and management, a multi-flight campaign will follow throughout October. (“Abacus” or the “Company”) (NYSE: ABX), a financial services company specializing in alternative asset management, with a focus on longevity-based assets and personalized financial planning, today announced the closing of a dual-tranche securitization collateralized by a diversified portfolio of life insurance policies. The total structure is valued at over $400 million including the Class A and Class B notes and the residual interest. The notes have received an investment-grade rating from a third-party rating agency. The offering was oversubscribed and was upsized in response to investor demand.


Abacus expects to use the net proceeds from the transaction to support continued policy origination and fund general corporate purposes. More fundamentally, this transaction advances the growth of the Company's asset management business. In the transaction, a special-purchase vehicle issued investment-grade notes backed by a pool of policies, which the Company continues to service through its affiliates. The securitization expands assets under management and advances the Company’s shift towards a larger share of revenue from recurring, fee-related earnings rather than transactional gains. Abacus’s integrated origination, underwriting, and servicing platform is what allows the Company to connect these assets with institutional capital markets.

(BUSINESS WIRE)--HeadFirst Global, a leader in work orchestration, today announced it will become Vertage, as it builds a global technology platform that dynamically curates the right mix of expert talent and AI agents to deliver the work outcomes enterprises need.

The €10 billion group is bringing its 11 operating businesses together under the Vertage name, platform, and operating model.

Vertage starts with a foundation few can match: 1.5 million specialists, more than €10 billion in gross invoice value from multi-sector enterprise customers and governments, and delivery across 80 countries. The capabilities come from the 2024 integration of HeadFirst Group and Impellam Group, which combined technology and data with leadership in global managed services and specialist talent communities, and from the group's subsequent expansion into India.


What Vertage will do

Vertage is building one engine for work outcomes, bringing together specialist talent, AI, and data. Enterprises will define the outcome they need rather than the headcount or the rate card. A market being reshaped

The group's operating brands – Comensura, Carbon60, Lorien, Guidant Global, Bartech, SRG, HeadFirst, Sterksen, StarApple, Striive, and Prounity - will be retired in Q1 2027. Existing contracts, delivery teams, and day-to-day points of contact continue unchanged through the transition.
